Lets start to create glossy text effect in Photoshop.

Step 1

Create a new document (Ctrl+N) 600×500 of size.

Add the Black Metal Hole Texture to the background as like in preview.

Applying Satin on texture layer to make it more attractive.

After applying satin we get new effect on texture layer.

Select Ellipse Tool from tool panel and draw a circle with white color #ffffff.

Minimize the opacity of the circle layer 3%.

Now duplicate this circle layer fourteen times and adjust these circles as like in preview.

Now select Text Tool and write a text with white color #ffffff, use any of text I am using Slant Text as like in picture below.

Now Go to Layer > Layer Style and applying some blending options to the text layer.

After applying all these blending options we get stylish glossy effects on text layer as like in preview.

Now duplicate the text layer and clear all effects to make a shadow of glossy text layer.

Go to Filter > Blur > Motion Blur and set Angle (-85%) and Distance (39 px).

After applying motion blur we get new effect on duplicate text layer.

Now in this last step set duplicate text layer down side of original text layer as like in final preview.
