A pencil is a writing implement or art medium usually constructed of a narrow, solid pigment core inside a protective casing. The case prevents the core from breaking, and also from marking the user’s hand during use.

Lets start to create a shiny pencil icon in Photoshop.
Step 1
Create a new file with White color #ffffff, size 600×500.
Step 2
Select the rectangle tool from the tool panel and create a rectangle named it body, fill it any color as you like, I fill this rectangular with this color #26c6c1.
Step 3
Now select the body layer and applying gradient overlay.

After applying gradient overlay we get cool background of pencil.
Step 4
To make our pencil more attractive go to Image > Adjustment > Curves, (Commend+M), now adjust it as below in image.
Step 5
Now duplicate the body layer named it color and change the blending option gradient to color overlay with this purple color #c101a8.
Now go to blend mode and decrease the opacity to 60%.
Step 6
Now one more time duplicate the first body layer and move it top of the layers, named it Metal and select the selection tool (M) and cut the metal layer as like show in preview.
Now select the Ellipse Marquee Tool (M) and draw a circle like show in picture below and cut the metal layer.
After cut the metal layer we get some thing as like shown in preview.
Step 7
Now Select the pen tool and draw a path like shown in picture below.
After creating path and right click on path choose the Make Selection option and delete the selected path.
